If there are 2 shell companies without office,staffs and overhead costs,whose 95% of huge total revenue is derived from a single client with conflict of interest, of course it's a fraud.

Consultant company was a shell company without corporate office and staffs required to provide expertise reports. If there was same case here in Nepal, it would be corporate corruption under tax laws.+
