@McivorJaymey They goverened from Whitehall, but India had it's own regional administration as well as South Africa.
Whitehall just told them what they wanted, those administrations did it.

You just go after the low hanging fruit and never ever bother with reform and restructure because you can't be bothered with the political challenge of it.
@DanNeidle On "phoenixing" can this not be solved by linking the person who made the company to it, and if they make another company within a year they carry over the debts/burden?
@Helen_Whately That's all well and good, but the slighest increase in inflation, wages or 2.5%, means it gets wiped out incredsibly quickly by triple lock
