The way Burnham might circumvent Holyrood's governance without encountering too much resistance from Scots law, is first to cancel the Barnett formula - a move sure to be challenged in our High Court and possibly the Supreme Court - and if he wins, do what the Tories did, pay exchequer funds direct to councils divvied up in area size amounts. (Aided by our House Jocks.) How he copes with localised emergencies, such as bad weather, is another matter. To follow that 'screw SNP' process disenfranchises Scotland's elected government from discussing funding issues and nixes the annual budget debate. The democratic process is therefore removed from Scottish hands and minds.

In that event, Labour's loyalties, it's proposed Indy-referenda policy, is effectively neutered.
