🇧🇴 Analyst Sees US Fingerprints on Bolivia’s State of Emergency

Latin America journalist and Drop Site contributor Joseph Bouchard, reporting from Bolivia, argues that President Rodrigo Paz’s state of exception bears clear marks of US influence, laying out the timeline and the open questions in a series of posts.

🔹 Bouchard notes the decree was declared the same day the US Embassy installed a new chargé d’affaires, Erik Martini, a counterterrorism specialist with postings in Iraq, Yemen, and Venezuela. Martini met with Bolivia’s Foreign Ministry on a bilateral “work plan” the same day the emergency was announced.

🔹 He asks whether Paz and US Secretary of State Marco Rubio pushed out the previous consul general, Debra Hevia, a career diplomat with deep Bolivia experience, in favor of Martini, whom he calls a hawk, to press for the crackdown. Washington, he says, has wanted both this and a “war on drugs” in Bolivia for months.

🔹 Bouchard notes the emergency came hours after Paz struck a deal with the COB labor federation and days after agreements with most protest sectors, yet Paz chose to suspend constitutional norms and use force anyway, a move he says could fracture the sectors that opted to negotiate. “Two birds one stone.”

🔹 He raises whether the crackdown could expand to target former President Evo Morales, noting Paz has hinted at an operation for weeks, and asks whether the US DEA will assist Bolivian forces.

🔹 The bigger pattern: Bouchard warns that states of exception are “becoming the norm in the region, as democratic rights are shrinking over security.”
