“Implemented”? He ran on free buses, didn’t happen. The MTA is state-run and Hochul wouldn’t fund it. He ran on taxing the rich to pay for it and Hochul blocked that too. The budget hole got plugged by a multibillion-dollar state bailout, not his plan. Winning a vote doesn’t make the math add up.
