Nakakatanggap siya ng white envelopes na may cash mula kay Assistant Secretary Sunshine Fajarda, asawa ni SDO Edward Fajarda Ang pera raw ay “galing kay Vice President Duterte.”

Bakit mahalaga ito? Si Mercado ang dating head ng DepEd procuring division.

Meaning.. Ang cash ay hindi regalo.
Ito ay pang-impluwensiya.

Beneficiary ang mag-asawang Fajarda bilang middlemen sa pamimigay ng pera para kontrolin ang procurement at internal decisions.
