Cutting excess judgeships in Orleans Criminal Court is fiscally responsible and data-driven.
What should have been a simple and fair process was turned into a spectacle by TYPICAL Democrat gamesmanship. Senator Gary Carter manipulated this bill to protect his cousin and arbitrarily cut a fellow judge loose.
Democrats can answer to their own constituents for that. I certainly won’t let it derail this legislation that has been needed in Orleans for DECADES.

As I stated from the beginning, the Legislature had the constitutional authority to consolidate these offices, and Act 15 clearly transferred all duties and responsibilities to Orleans Parish Clerk of Court Chelsey Richard Napoleon. The Louisiana Supreme Court got this right. #lalege

The legislature has earned 2 resounding bipartisan NO votes on amendments for 2 consecutive years - making it clear that the people of Louisiana don’t respect Republicans OR Democrats.
Here’s just one example of why:
Jay Morris’ Bill to reduce the number of judges in Orleans Parish was originally based on data from the Supreme Court. Both Civil and Criminal Court Judges were set to have seats cut. The seats removed were chosen by the “last in, first out” method. Last ones elected were removed first, favoring seniority and uniformity.
As of last night:
1.) The Senate decided to remove NO civil court judges after a deal was struck with the Orleans delegation. The civil court judges, who are funded by billboard trial lawyers, were protected. The criminal court judges, who bring no revenue to trial lawyers and therefore no donations to legislators, were sacrificed by the Orleans delegation.
2.) In Criminal Court, 3 judges were removed. The Senate allowed the Orleans delegation to select which judges to cut - and Republican Senators blindly agreed to this. Senators abandoned the fair approach of “last in, first out” to save Orleans Senator Gary Carter’s cousin, Judge Leon Roche. Senator Carter essentially gerrymandered the selection process to save his own cousin. Judge Roche was spared while Judge Rhonda Goode-Douglas was sacrificed - without rhyme or reason.
Reminder: Judge Roche was the subject of a Senate hearing just this past year for being caught conducting fake trials and releasing criminals.
Judge Rhonda Goode-Douglas is a veteran prosecutor and considered one of the most efficient judges in Orleans Parish.
This is judicial reform in the Louisiana Senate.
