I've decided not to finish and deploy this concept, but someone else might be interested in taking it further:

1) Creator adds a Github repo, pushes code to it, and gets a hosted site automatically deployed through Vercel APIs

2) Creator can raise capital via a Solana token for the app, and app revenue accumulates in a project treasury. At any time, holders can burn and redeem a pro-rated part of the treasury

3) If holders are unhappy with the project's progress, 51% can vote to designate a different holder to receive admin rights to the project
