@one_timothy@blecc27 Just to mention, to a large extent, the points raised relate to two distinct areas: transparency and accountability, and they are domiciled in different places. Transparency in tax collection is primarily the responsibility of the tax administrators. - @blecc27
@one_timothy@blecc27 However, accountability does not lie with them; tax administrators do not spend the money. These are two separate responsibilities. To help in that regard, the committee has proposed the use of technology in tax collection. -@blecc27
@one_timothy@blecc27 This approach should enhance efficiency & could reasonably be interpreted as promoting transparency in both collection & admin processes. For instance, the intro of authorized personnel for tax collection, unlike some of the irregular practices we still see should help -@blecc27
@one_timothy@blecc27 Tax administration differs at the federal and state levels. The major equity issues reside at the state level, where taxes on individuals, the informal sector, and local communities are administered - @blecc27
@one_timothy@blecc27 The FG primarily handles corporate taxes and VAT. VAT, notably, is paid without direct interaction with any tax officials, & there is limited transparency or accountability in how it's utilized. @blecc27
@one_timothy@blecc27 This is a concern citizens should take up, ensuring declarations are made about how collected funds are used.
This also ties into my concern with earmarked taxes. If taxes are earmarked for specific purposes, how do we ensure the funds are used accordingly? @blecc27
@one_timothy@blecc27 For instance, with the proposed green taxes for energy transition, how do we ensure the funds collected are dedicated strictly to green energy infrastructure and related value chains? @blecc27
@one_timothy@blecc27 The committee deserves credit for efforts to improve tax collection, especially through technology & the establishment of the Joint Tax Board. @blecc27
@one_timothy@blecc27 This board aims to harmonize tax practices across states & the national level, particularly under the proposed Nigerian Revenue Authority.
However, accountability remains largely outside the scope of tax administrators. @blecc27
@one_timothy@blecc27 It resides with the executive: governors and the presidency, who have the authority to spend public funds. This is where challenges around accountability are most likely to persist @blecc27
