Wales generates less and receives more per capita than England.
What it comes down to is Wales has elected representatives in Westminster, England doesn’t in Wales.
So allowing the Welsh Assembly to amass infinite debt with England as a guarantor is undemocratic.

If Wales had the power for infinite debt, when it went belly up, it would be the rest of the UK that would need to bail it out.
