Meet Abdul Jalloh, 32.

A Sierra Leone national who DHS says was in this country ILLEGALLY.

DHS says he had been arrested MORE THAN 30 TIMES.

7News found MORE THAN 40 CHARGES in Fairfax County alone… ranging from R*PE to ASSAULT.

In almost EVERY SINGLE CASE, Commonwealth's Attorney Steve Descano's office DROPPED THEM.

2018: R*pe — DROPPED
2023: Malicious wounding — DROPPED
2024: Malicious wounding — DROPPED
2024: Steal property from a person — DROPPED

A Fairfax police bond alert said he had over 100 INVOLVEMENTS with the department.

In May 2025, Fairfax County police emailed Descano's office and BEGGED THEM TO KEEP HIM LOCKED UP.

He walked ANWAY.

POLICE WERE LITERALLY WARNING PROSECUTORS THAT THEY BELIEVED THIS MAN WAS GOING TO SERIOUSLY HURT SOMEONE AGAIN.

Just a few months later…

...on February 23, 2026, Stephanie Minter stepped off a bus on Richmond Highway.

Police say Jalloh stepped off that same bus with her.

She was found in the bus shelter with multiple st*b wounds to her upper body.

She passed away right there.

Fairfax County's own POLICE CHIEF, Kevin Davis, says her m*rder was "entirely preventable."

And it wasn't just the county.

ICE says it held Jalloh for 702 days back in 2018… then had to release him after a judge ruled he couldn't be sent back to Sierra Leone.

EVERY LEVEL had a shot at this man.

Now Cheryl Minter, Stephanie's mom, has filed a RECALL PETITION AGAINST THE PROSECUTOR!!!!!

She says she found out AFTER burying her daughter that police had been warning this office about him for months.

Her petition reads: "Thirty times the system had a chance to stop him, and then let him go."

Under Texas law, an inmate awaiting extradition can only be held in custody for 90 days. Tomorrow is Day 90. So Texas will have no choice but to release him.

Minnesota tried taking an ICE agent as a political prisoner, and Abbott successfully protected him.
