@DavidNdii Very hard admissions tests. Keep funding level and raise the bar. Implement civil service exams at every level, even for gov drivers. It would be meritocratic and it would reduce corruption. Spend that money on primary education.

@policytensor I think Jordan is relatively more open to the world and has the human capital of countries with twice its per capita income. Jordanians understand what a precarious neighborhood they are in and how risky a revolution would be.
