Eagle Hills’ Durrës Yachts & Marina project in Albania has faced criticism remarkably similar to that surrounding the Rasmale deal in the Maldives, particularly over public land, financial arrangements, government concessions and procurement transparency.

Here are some key facts:

1. Public land: Approximately 80.9 hectares involved.

2. Announced headline value: US$2.5 billion.

3. But Initial capital: Just US$187 million.

4. Ownership structure: 67% private ownership and 33% state ownership.

5. No open bidding: The deal was negotiated directly without an open competitive tender.

6. Significant concessions: The developer received substantial government concessions and incentives.

The important point to understand is securing valuable public land through non-transparent, directly negotiated agreements with governments is not something new to Eagle Hills or Alabbar.

Similar concerns have been raised about his projects in other countries.

Maldives is not the first country to question this business model. And Albanians were raising these concerns long before Maldivians began questioning the Rasmale deal.

I’m making a longer post for this but the numbers are so confusing. So far we have heart

The reason they are using so many figures is because it becomes harder for critics to address.

Let me tell you a few things.

$20 billion is reported as the net investment of the project. Meaning it will cost Eagle hills 20 billion to construct. (20 billion will come from buyers, bank loans, equity. Not Eagle hills directly, their stake is not stated)
Some outlets report this figure as $12 billion instead of 20. This is a discrepancy worth noting

3.1 billion from the 10%
This would mean eagle hills must generate revenue of 31BILLION usd
This is a projection based on someone else’s potential sales it is nothing guaranteed.

NOTHING is guaranteed.

The housing units are coming out of the 3.1 billion. Meaning we receive roughly 2.6billion USD (over time, depending on sales) and housing units in hulhumale which isn’t gonna be free btw, we pay for it from our future revenue and also we are building it on state land which will also now be something we have to give away

Listen. No one is accusing the state of literally selling land. A 99 year lease may as well be a sale. That land is not returning to the state during our lifetime. The technical terms don’t matter. Lease or sale, it’s about “ownership” whether technical or literal.

A 99 year lease which is transferable and resettable subject to approval is just sale with extra steps
