I literally stood at Penn North for an hour talking to one of the police officers tasked with making sure everything “remains calm” while I got offered, in front of them, several drug choices. Incarceration doesn’t work, as anyone who knows how to read a book will know.

But just sitting there while people kill themselves? Seems barbaric.

Today a police officer in PG County (district 1) told me that actual threats against the elderly (a vulnerable class of people, in the Code with the disabled), financial abuse, and stalking are not crimes. Any comment from the police department?

These are absolutely crimes, per the code. This is misinformation at best and purposely deterring the public from filing police reports at worst.
