NEW: New York City is gearing up to launch a $53 million program where illegal immigrants will receive pre-paid credit cards.

Meanwhile Mayor Eric Adams is wondering why migrants keep coming to New York City.

The program makes illegals promise that they will only use the card for food and baby supplies. The city is reportedly making them sign an affidavit.

A family of 4 will receive up to $1000 a month and will get replenished every 28 days.
