【著作権法改正案が閣議決定！】
BGM使用料を歌手・演奏家・レコード製作者にも分配へ
・アーティスト等への適切な対価還元に向けて

【政府が2026年5月15日に閣議決定】
今まではJASRACが作詞・作曲家にだけ分配していましたが、これからは歌手らアーティストにも新しく使用料が分配される仕組みが創設されます。

【対象者】
・歌手
・ミュージシャン
・バンドメンバー
・指揮者
・その他の実演家（コーラス、バックバンドなど）
・レコード会社（レコード製作者）

■主な対象施設・場所（店舗や施設で流す商用BGM）

カフェ、レストラン、居酒屋、バー、ホテル、旅館のロビーや客室、ショッピングモール、スーパー、デパート、アパレル店、フィットネスクラブ、プール、遊園地、ゴルフ場、お祭り会場、展示会、スポーツイベントなど

街中のお店や施設が、集客や雰囲気づくりのために流しているBGMが、今回の新しいルールの対象になります。

■補足
作詞家・作曲家などの著作者は、改正前からすでに権利を持っています（JASRACなど経由）。
今回の改正は「実演家とレコード製作者」に新しく権利を追加するものです。

現在はまだ閣議決定段階。実際の徴収・分配が始まる（施行される）のは、今後の国会成立から最大3年以内となる見込みです。
