Just because Wellington was 'losing' during a phase of the battle, it doesn't mean he lost the whole affair. Knowing when to fight was a strength of Wellingtons.

A very similar strategy to what Napoleon tried to do at Ligny/Quatre Bras. Except this one worked.

French CO at mers el kebir was willfully obtuse and obstructive, refusing multiple easy outs. And correct, French failure led to Dunkirk. British troops were sacrificed at Calais as well.

Also, despite the final stand being made by a majority french force, the British held a larger share of the Dunkirk perimeter.
