Exposed skin would never cool to -40 *degrees C*...it would just cool to -30C faster in higher winds.

The wind chill is simply an an *index* that's based on the rate of heat loss of skin exposed to the wind - which isn't even the same for everyone.

Moreover, what it "feels like" to people is subjective and not measurable. 2/2

Therefore, it is inaccurate to say things like:

or
