"OUR CONCERNS

1. Non-Inclusive Appointment of the Technical Committee:
Members were appointed in their individual capacities without broad stakeholder consultation, making the process exclusive and unaccountable.

2. Absence of a Legal Framework:
The Technical Committee is operating without a legal framework, leaving the process vulnerable to executive interference and lacking independence.

3. Politically Timed Process:
The timeline of the reforms is tied to the 2026 General Elections, suggesting the process is being used for partisan advantage rather than national interest.

4. Violation of Constitutional Court Rulings:
Continuing with Bill No. 7 disregards the Constitutional Court ruling in Munir Zulu & Celestine Mukandila vs Attorney General (2025/CCZ/009), which declared the initiation of Bill No. 7 unconstitutional.

OUR DEMANDS
We, the people of Zambia, demand that the Government:

a) Immediately withdraw Bill No. 7 from the National Assembly;

b) Disband the current Technical Committee and initiate a genuinely inclusive, citizen-driven Constitutional Reform process;

c) Enact a clear legal framework to guide any future reform efforts;

d) Uphold the rule of law and respect decisions of the Constitutional Court;

e) Ensure the Constitution-making process is not tied to electoral timelines or partisan interests."
