Universities are mean for higher learning, it's not like we said American students cannot attend to these universities, or Russian and Chinese students cannot attend ours. Of course they can. U.S. scientists cannot co-author sensitive research papers or share data with STAFF from these schools, they cannot export high-tech lab equipment to those schools,
and they can't use DoD grants for any of this research. At least that's what our blacklist means. Russia, on the other hand has a punitive list rather than restrictive. It makes it illegal for Russian citizens to work with, fund, or even contact these schools. Russian academics who quote research from UC Berkeley or Stanford, and similar or students who attempt to study there, face up to six years in prison.
I mean, anyone can view the documents themselves, it's public information. Doesn't mean a thing except the DoD recommendeds that American researchers, universities, and industry representatives exercise particular caution regarding any cooperation, funding, or data exchange with institutions included in this list. List updates annually.
