วันนี้ (7 มกราคม) จิรายุ ห่วงทรัพย์ โฆษกประจำสำนักนายกรัฐมนตรี เปิดเผยว่า นายกรัฐมนตรีมีข้อสั่งการเร่งด่วนในที่ประชุมคณะรัฐมนตรี (ครม.) คือเรื่องมาตรการป้องกันและแก้ไขปัญหาฝุ่น PM2.5 โดยนายกรัฐมนตรีกล่าวว่า ขณะนี้เข้าสู่ฤดูกาลที่ปัญหา PM2.5 เริ่มรุนแรงขึ้น โดยเฉพาะการรับซื้ออ้อยที่ถูกเผาในหลายพื้นที่ ในขณะที่ภาพถ่ายดาวเทียมก็เริ่มเห็น Hotspot เพิ่มมากขึ้นในบางจังหวัด โดยขอให้ในที่ประชุม ครม. วันนี้หารือในประเด็นนี้ และขอมอบหมายให้หน่วยงานต่างๆ ไปดำเนินการป้องกัน กวดขัน จับกุมอย่างเข้มงวด โดยมีเป้าหมายต้องลดให้ได้มากกว่าปีที่ผ่านมา

นายกรัฐมนตรีมีข้อสั่งการในแต่ละกระทรวง โดยเฉพาะมาตรการเกี่ยวกับพืชผลทางการเกษตรที่มีการเผา นายกรัฐมนตรีสั่งการให้กระทรวงอุตสาหกรรมเร่งกำหนดมาตรการเพิ่มเติม เพื่อให้ผู้ประกอบการงดการรับซื้ออ้อยไฟไหม้ และสั่งการให้กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ร่วมกับสำนักงานตำรวจแห่งชาติ บังคับใช้กฎหมายส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมอย่างเข้มงวดกับผู้เผาป่า เผาตอซังข้าว ข้าวโพด อ้อย และพืชอื่นๆ

รวมทั้งประกาศกำหนดเขตควบคุมมลพิษ โดยร่วมมือกับภาคประชาสังคมในการดำเนินการดังกล่าว และให้กระทรวงพาณิชย์ ร่วมกับกระทรวงเกษตรและสหกรณ์ และหน่วยงานที่เกี่ยวข้อง กำหนดมาตรการห้ามนำเข้าอ้อยไฟไหม้ รวมทั้งพืชเกษตรอื่นๆ ที่ผ่านการเผา ให้กระทรวงกลาโหมขอให้หน่วยงานความมั่นคงและกรมศุลกากรตรวจสอบการลักลอบนำเข้าพืชที่ผ่านการเผาทุกชนิดตามแนวชายแดนต่างๆ อย่างเข้มงวด

จากนั้นนายกรัฐมนตรีมีข้อสั่งการส่วนราชการอื่นๆ ที่จะสามารถลดค่า PM2.5 ในภาคอื่นๆ ได้ โดยให้กระทรวงคมนาคมและสำนักงานตำรวจแห่งชาติตรวจสอบและห้ามใช้ยานพาหนะที่ปล่อยควันดำเกินมาตรฐานอย่างจริงจัง โดยเฉพาะรถกระบะ รถโดยสาร และรถบรรทุกขนาดใหญ่ที่ปล่อยควันดำ รวมทั้งรถขนส่งมวลชนของ ขสมก. และรถร่วมบริการเส้นทางต่างๆ ที่อยู่ในความดูแลของรัฐ

รวมถึงสั่งการให้กระทรวงมหาดไทยกำชับ กทม. และองค์กรปกครองส่วนท้องถิ่นทุกแห่ง ให้ควบคุมการก่อสร้างในเขตพื้นที่ที่รับผิดชอบ รวมทั้งกำหนดมาตรการป้องกันการปล่อย PM2.5 จากไซต์งานก่อสร้าง รวมทั้งบังคับใช้กฎหมายอย่างเคร่งครัดกับผู้ประกอบการซึ่งฝ่าฝืนหรือไม่ปฏิบัติตามกฎหมายหรือมาตรการดังกล่าวอย่างจริงจัง และให้กระทรวงมหาดไทย (กรมโยธาธิการและผังเมือง) กำหนดแนวทางป้องกันไม่ให้เกิดการปล่อย PM2.5 ในโครงการก่อสร้างของรัฐ เพื่อให้ทุกหน่วยงานของรัฐนำไปกำหนดใน TOR ของการจ้างก่อสร้างต่อไป เพื่อแก้ปัญหาในระยะยาว

พร้อมทั้งสั่งการให้กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ร่วมกับกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม และกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม พัฒนาแพลตฟอร์มฐานข้อมูลกลางเกี่ยวกับ Hotspot และ Ventilation โดยใช้ข้อมูลจากดาวเทียม หรือ Low-Cost Sensors เพื่อให้หน่วยงานต่างๆ นำไปใช้แก้ปัญหาการฟุ้งกระจายของ PM2.5 อย่างบูรณาการ และให้กระทรวงการต่างประเทศหารือกับประเทศเพื่อนบ้าน เพื่อร่วมมือและให้ความช่วยเหลือในการลดปัญหาฝุ่นควันข้ามพรมแดน

นอกจากนี้ นายกรัฐมนตรียังมีข้อสั่งการต่อไปว่า ในด้านการป้องกันและบรรเทาสาธารณภัย ให้กระทรวงมหาดไทยกำชับกรมป้องกันและบรรเทาสาธารณภัย ผู้ว่าราชการจังหวัด และองค์กรปกครองส่วนท้องถิ่น เพื่อเตรียมการป้องกันกรณีที่มีการลักลอบเผาและเกิดไฟไหม้ลุกลามในวงกว้าง และเป็นต้นเหตุของ PM2.5

นายกรัฐมนตรีย้ำว่า ขอให้ทุกหน่วยงานตรวจสอบกฎหมายในความรับผิดชอบ และเสนอต่อ ครม. เพิ่มเติมภายในเดือนมกราคมนี้ว่า ในแต่ละกระทรวงจะมีมาตรการอะไรเพิ่มเติม หรือใช้กฎหมายที่มีอยู่แก้ไขปัญหา PM2.5 อย่างยั่งยืนได้อย่างไรบ้าง เพื่อทำให้ประเทศไทยเป็นประเทศอากาศสะอาดในเร็ววันนี้
