Let's talk Paraguayan Citizenship 🇵🇾

What's touted by many as impossible isn't really so

But, as you'll see, it may not be worth it, looking at the effort involved...

Let's go through the main questions:

Q: Do you actually have to renounce your existing citizenship to get the Paraguayan?
A: In practice, no.

Q: Does the person have to have lived de facto in Paraguay for the 3 years of permanent residency to get citizenship?
A: Not necessarily, if the person can prove ties to the land in other ways.

Especially a local business, but also active RUC, local income, and real estate both help significantly for the result to be positive.

Results can never be 100% guaranteed, but RUC and RE are two things that are highly recommended before starting the process.

In terms of visits, ideally, the person was coming to the country once a year or so, not just getting the residency and forgetting about the country completely for 3 years.

Q: Does the person have to stay in Paraguay for the citizenship process?
A: It is recommended that for the first 3-6 months of the application, the person stays in Paraguay.

That is because the process is divided into two parts.
- For the first part, presence is required
- For the second part, it is not necessary.

The first part of the process is the exam and the interview, which takes about 3-6 months.

During this time, at any time they may ask for additional docs or infos, which the person has to present in person (no power of attorney allowed). Also, they may summon you for the interview and exam.

The second part is the signing of the application by all ministers. This part is longer and can take around 12 months.

For this part, there is not much the person has to do in country, so they could leave here if desired.

The total timeline is thus ~18 months (but no guarantee given). PY, after all

Q: How is the interview and the exam process for citizenship in Paraguay?
A: The interview is quite brief, and in many cases skipped altogether.

The exam is the most important part and is always done. For this, we can help prepare the client, as the questions are known and are related to Paraguayan history, culture, and society.

The recommendation is that the person speaks Spanish, but if they don’t at a fluent level, it is not necessarily a dealbreaker.

However, it will depend on the reputation of the applicant's nationality also. A German that doesn’t speak Spanish has good chances of getting through, an Arab not so much.

Q: Once the person has the citizenship, do they have to come back to the country every once in a while to not lose it?
A: No, once you get the citizenship you don’t have to keep spending time in-country, they aren’t taking it away.

Q: What are the costs for the citizenship process?
The cost is evaluated on a case by case basis. There is an initial cost to start the application, and then monthly follow-up fees until the process is concluded.

Thus, faster processes are cheaper, longer processes are more expensive.

The process is usually easier and faster for nationalities of Mercosur or Europe. Specially Germans are well-seen. Africans, Arabs, Indians or Chinese are much more complicated and will cost more and take longer.

Also, people of better economic status usually have their signatures done faster. Big investors or entrepreneurs doing business in the country.

The total cost for Europeans and Latins with our lawyers usually varies from 15-20k USD.

Q: How long does the passport take once the citizenship has been issued?
A: No more than 2 months.

TL;DR:

The Paraguayan citizenship process is both longer and costlier than those of neighboring Brazil and Argentina.

It will also require building real ties to the country, as well as spending a good 3-6 months on the ground.

For those who make Paraguay their home, that shouldn't be an issue.

For those who only have Paraguay as a paper residency, the investment and time on the ground may not make sense compared to other Mercosur options.

Birth tourism is not the only option, there are a total of 7 pathways for it!

Foreigners who can prove the following circumstances may also obtain naturalization, regardless of the length of their residence:

"a) having honestly performed jobs in the National, Provincial or Municipal Public Administration or in the National Territory of Tierra del Fuego, Antarctica and South Atlantic Islands, inside or outside the Republic.

b) to have served in the Argentine Armed Forces or to have attended a war action in defense of the Nation.

c) to have established in the country a new industry, introduced a useful invention or carried out any other action that means a moral or material advance for the Republic.

d) to be part of the colonies established or to be established in any part of the country.

e) inhabit or promote the settlement of the National Territory of Tierra del Fuego, Antarctica and South Atlantic Islands.

f) have a native Argentine spouse or child.

g) to practice teaching in any of its branches."
