@Winter_drivE No... “b” will stop voicing for a tiny time interval (2-3ms) when lips touched. That’s too tiny to mention in terms of linguistics. But if you examine in this tiny time interval, you will find there are no harmonics indeed. I'm not sure is this explanation clear for you?
