Using a gun to disable would be considered overkill but a gun used to kill is not, however the threshold to use a gun must be met (life of you or another at risk)

currently DHS has nearly 3000 officers in MN...
Minneapolis only has 588 officers TOTAL..
that means for each shift they have less than 150 officers on the street at one time!!!!! 3 x 150 pers shift = 450.. - weekend shifts - sick - vacations - desk jobs...
so during the day the DHS vs MNPD is about 1 MNPD for every 20 DHS officers.
the smallest contingent of the DHS operation is larger than the full number of MNPD on the street at any one time
and MNPD still have to do accidents, and normal calls...
there is NO WAY that MN can help or really do anything for DHA, they dont have the numbers.
