BMS delegation met ACTRAV Director Mr Oliver Porke and other Officials
The delegation of the BMS delegation led by Sri S Mallesham, All India President BMS ,had invited the ACTRAV director to visit the Delhi BMS office during his visit in India .
The delegation explained the multidimensional activities of BMS , the arrangements & themes of BRICS Trade Unions Summit. On the on going debate on Labour Codes, the delegation explained the Positive points of Wage code .
Mr Oliver expressed his happiness on the working style of BMS particularly on encouraging Women leadership at different levels and assigning leadership to next generation.
He strongly felt the need of workers solidarity after the West Asia crisis. He agreed with BMS opinion on Technology and AI should assist workers but not replace the workforce. Sri B Surendran All India Organising Secretary was also a part of the delegation. There was a discussion on International Labour scenario and the role of Trade Union movement.
The delegation also met Mr Srinivasa Reddy, Director,Skill Department ILO.and discussed about the importance of skilling and Reskilling in the changing World of Work . Mr Reddy thanked BMS for choosing an appropriate topics for BRICS TUF Summit.

Distinguished trade union representatives from the BRICS countries—Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, United Arab Emirates and Indonesia—who are participating in the 114th Session of the International Labour Conference in Geneva, are gathered to exchange views and build consensus on key labour issues affecting workers globally. The 114th ILC is being held from 1–12 June 2026 under the auspices of the International Labour Organization.

Active participation of Indian delegation in different committees
As per the agenda for ILC 2026, four committees have been formed. Sri S. Mallesham, All India President of BMS, is guiding all 4 members of the workers’ group and encouraging them to participate in discussions. He is also coordinating with the Employers group and the Government group
Sri B Surendran (BMS) is in the Committee of Application of Standards; Smt. Manjeet Ahluwalia (HMS) is on the Committee on Transformative agenda for Gender Equality at work; Sri Chandra Sekhar (AITUC) is on the Committee on Decent work in the Platform Economy; and Dr Virat Jaiswal (NFITU) is on the Committee on Social Dialogue and Tripartism.
On 2nd June 2026, the Worker’s Group was addressed by DG ILO Mr Gilbert Hongbo. Sri B Surendran, BMS & Worker Group Head, has intervened, raising two pertinent issues related to Artificial Intelligence and the Platform Economy. He requested DG ILO to formulate AI frameworks with a human face and, with regard to the Platform Economy, he stressed the need for “flexibility in the Platform Economy,” as in India one worker will engage in 2-3 jobs and also use different digital platforms simultaneously. The DG ILO, in his concluding speech, acknowledged the Indian viewpoint and requested the house to consider this direction.
Likewise, Sri Virat Jaiswal in CDR, Smt. Manjeet Ahluwalia in CDG and Sri S Mallesham in CNP have participated effectively in discussions. Sri Prashant Baijal, Deputy Director at the Labour Ministry, delivered a good presentation to the Committee on Platform Economy. He raised concerns about Platform workers, the limitations of the convention, and the autonomy of respective countries to enact legislation, and also highlighted India’s proactive measures under the Social Security Code.
Sri Alok Shriram, All India Organisation of Employers and Employers Delegate and Sri Girish Bhaduria, Confederation of Indian Industries, are participating on behalf of Employers.

114th International Conference of the ILO inaugurated at Geneva
The 114th International Labour Conference was formally inaugurated on 1st June 2026 at 11.00 at the UN meeting hall. Around 5,000 people from 187 countries, representing Workers, Employers, Governments, and International NGOs as observers.
The Director General of the ILO, Mr Gilbert F. Hongbo. had submitted the General Survey report on the Changing World of Work. In his report, the DG had highlighted the plight of workers in different parts of the world due to a lack of Freedom of association and social dialogue and a weak Tripartite mechanism. He emphasised the need for quality employment for progress. The DG appealed to the Governments and Employers not to treat labour as a commodity.
In the Inaugural Session, Ambassador Sri Aridam Bagchi, PMI; Smt. Jose Healtha, First Officer, PMI Geneva; Sri Chaman Lal Guleria, Director, and Sri Prashant Baijal, Deputy Director, Ministry of Labour and Employment, GOI; Sri Alok B Shriram of All India Organisation of Employers ( Employer Delegate ); Sri Atul Sobti, SCOPE & Governing Body Member; Sri B Surendran, BMS (Worker Delegate) ; Dr. Virat Jaiswal, NFITU and Smt. Manjeet Ahluwalia, HMS, has participated.
Four Committees have been formed based on the agenda. They are: 1) Application of Standards; 2) Platform Economy; 3) Gender Equality, and 4) Social Dialogue and Tripartism.
On behalf of India, 5 representatives are participating. Sri B. Surendran, All India Organising Secretary, BMS, will act as Delegate. DEMANDS:
1] Implementation of 3rd Pay Revision Committee (3rd PRC) recommendations for BSNL employees by waiving off the affordability clause , in view of BSNL’s status as a Strategic PSU involved in fulfilling the various social/telecom objectives of government and its pivotal role in the “Make in India” initiative for Swadeshi 4G/5G technology development. BSNL has been serving the nation with pride and its employees have dedicated itself to the cause of nation by serving to the remotest and farthest corners of the nation. Be it national calamity, be it Geo Political Situation, be it National Emergency, BSNL employees have always worked with “Nation First Policy”. Moreover, the policy making and execution for BSNL has been handled by government mostly through the officers on deputation from DoT and hence loss or profit for BSNL has never been entirely into the hands of its internal employees.
In view of the unique position of BSNL as the flag bearer of the Atmanirbhar Bharat in Telecom initiative and its involvement in nation building process through various social and strategic responsibilities, the affordability clause must be waived for BSNL as has been granted to other PSUs which have been formed for special purposes. BSNL board has already recommended and written to DoT for implementation of 3rd PRC.
Hence we demand for granting the waiver of affordability clause for implementation of 3rd PRC in BSNL by considering it as a PSU formed to perform a specific agenda instead of examining the same under the lenses of profit/loss.
2] Delinking of Pension Revision with Profitability of BSNL/MTNL. We demand for Pension Revision of BSNL/MTNL Pensioners at par with Central Government Pensioners and implementation of Hon’ble PBCAT judgement. Once the employee of BSNL/MTNL superannuates from the department, they draw the pension from consolidated fund of India and hence do not have any linkage with profit and loss of the PSU. Hence the Pension Revision must be delinked with the Profitability of BSNL/MTNL.
3] Settlement of all residual issues of the 2nd PRC pending since 01.01.2007 viz issuance of revised Presidential Order for E2/E3 pay scales for JTO/JAO/SDE/AO equivalent grades, Full 30% defined contribution towards Superannuation Benefit, creation of the mandatory Post-Retirement Medical Benefit Fund (PRMB), settlement of pay-loss issues of JTOs/JAOs recruited/promoted post 1.1.2007 (22820, JE Period Pay Loss), extension of 5 additional Increments to BSNL Recruited JTOs/JAOs and JEs, Revision of 1996 TA/DA/Transport rules to current market rates, Unfreezing of Medical Reimbursement being frozen at 2020 DA rates during Covid-19 period. These issues have minimum financial implication and still they have been kept pending. Many committees have been formed for the purpose but the reports have been kept pending for more than one year. We demand for implementation of the same.
4] Implementation of “One Company – One Policy: Parity in Pay, Perks and Promotions between Regular Employees of BSNL/MTNL vis-à-vis the employees on deputation from outside”.
Both, the Officers on Deemed Deputation to BSNL and the Internal Regular Employees of BSNL draw the salary and Perks from the Same Revenue Account of BSNL. While Officers on deemed deputation to BSNL are getting all the benefits of 7th CPC (Poised to get 8th CPC), the regular absorbed/recruited employees of BSNL are being strictly denied even the basic entitlements in the name of affordability.
There cannot be differential yardsticks for two different groups present in the same company. If affordable, it is for all, if non-affordable, it is for all. Hence we demand for Implementation of One Company: One Policy for BSNL i.e. equal treatment for all.
5] Creation of an internal management hierarchy through timely promotions across all streams and cadres, Promotions for all eligible executives, settlement of all pending seniority disputes in line with DoP&T guidelines and immediate issuance of all pending promotion orders, revision of NEPP and extension of applicable notional promotions to PWBD employees.
BSNL has been governed by the officers on deputation from DoT for all these 25 years. One of the root cause of the set back of the company is absence of an internal management hierarchy for BSNL despite presence of a large number of technically and professionally qualified executives recruited/absorbed by BSNL.
It’s high time that management of BSNL must now be governed by the internal regular employees and hence we demand for creation of Internal Managerial hierarchy and timely promotions for all eligible.
6] Immediate scrapping of the SET Recruitment Process, which is viewed as an affront to the qualified and experienced workforce of BSNL. BSNL has chosen to recruit fresher’s with same qualification and zero experience and place them above similarly or even greater qualified experienced executives. This is a huge injustice to the experience, commitment and qualification of the internal executives.
Hence we demand the scrapping of the SET Recruitment Process which is extremely discriminatory in nature.
7] Immediate Submission of recommendations of all the pending Committee Reports on HR issues in line with the assurances made to AIGETOA & Bharatiya Doorsanchar Manch (BDM) and fixation of responsibility for unnecessary delay in submission of these Reports.
8] Withdrawal of the charge-sheet issued to the Association Office bearers of Chennai Telecom Circle.
9] Lifting ban on Compassionate Ground Appointments in BSNL.
BSNL viability related Demands/Suggestions
1] Posting of a Regular CMD in BSNL/MTNL to ensure continuity in implementation of various decisions, projects and government telecom initiatives, particularly those related to Atmanirbhar Bharat in Telecom.
2] Immediate Steps to ensure mandatory use of Swadeshi 4G Service provided by BSNL for all the Government organizations and PSUs including its employees wherever the reimbursement is made by the company/organization against the use of Telecom Services.
3] Publishing of a white Paper on the outcome of the Consultant “BCG (Boston Consulting Group)” appointed for Organization Transformation in Strategic Area vis-à-vis the expenditure made including the details of additional resources provided like Office Space, electricity etc. for their day to day working, detailed experience profile of the resources deployed in BSNL.
4] Implementation of the recommendations given by the Committee of Public undertakings (COPU) in its 6th Report for BSNL dated 18th December 2024 submitted to the 18th Lok Sabha and implementation of one company-one policy by ending the disparity between regular employees of BSNL vis-à-vis the employees on deputation.
5] All the Non-Executives must be extended with mobile handsets to enable proper handling of faults and service requirements. Many JEs have been entrusted with similar responsibilities to that of JTOs and hence they must also be extended with reimbursement of Mobile Handsets.

तपतपाती धूप में ओड़िशा राजधानी भुवनेश्वर की सड़कों पर Bharatiya Mazdoor Sangh के बैनर तले 15 हज़ार से अधिक ठेका कर्मचारी विभिन्न उद्योगों, विद्युत, खदान, स्टील प्लांट, श्रम अन्यान्य कार्यालयों में कार्यरत कर्मचारी, हस्पताल , मेडिकल रिप्रेजेंटेटिव, सफ़ाई इत्यादि कार्यों में नियोजित कर्मचारियों ने श्रमिक छट्टनी प्रतिवाद में विरोध में शामिल हुए हैं।
छटनी कर्मचारियों की पुनः नियुक्ति सहित वेज कोर्ड तहत वेतन, जॉब सिक्योरिटी, एवं सामाजिक सुरक्षा प्रदान मांग करते हुए, ओड़िशा विधानसभा के समक्ष विरोध करते हुए अनिश्चितकालीन तक धरना प्रदर्शन 18 मई से शुरू कर दिए हैं।
भारतीय मजदूर संघ, पिछले दिनों से बड़े पैमाने पर मजदूर छटनी का विरोध करते आ रहा है। वर्तमान में सर्वाधिक श्रमिक छटनी विद्युत सप्लाई में नियोजित संविदा कर्मचारियों का हुआ है।
ओडिशा विद्युत नियामक आयोग का गैर जिम्मेदाराना पत्र को अस्त्र बनाकर टाटा पावर ने छंटनी का बाढ़ लाया है। भारतीय मजदूर संघ के नेतृत्व में ओडिशा में कार्यरत अनुबंध कर्मचारी अपनी मांगें पूरी होने तक अपना आंदोलन जारी रखेंगे।
भूखा पेट कुछ भी करता है। 45 डिग्री की गर्मी में गांधीमार्ग पर विरोध प्रदर्शन शामिल होने वाले कर्मचारी मांग पूरी होने तक धरना जारी रखेंगे। ऐसा प्रदेश अध्यक्ष बादल महाराणा और प्रदेश महामंत्री पृथ्वीराज पांडा जी ने घोषणा किया है।
सरकार बदलने के बाद भी, गैर-ओडिया लोगों का नियुक्ति हर जगह बढ़ रहा है। ओडिशा के लोगों को नौकरी से निकाला जा रहा है और गैर-ओडिया लोगों को भर्ती किया जा रहा है। पिछले दो वर्षों में, ओडिशा में 15,000 से अधिक श्रमिकों ने अपनी नौकरी खो दी है। जिसने भी अन्याय के खिलाफ मजदूर हित में आवाज उठाई, उसे नौकरी से निकाल दिया गया है। श्रम विभाग की निष्क्रियता और अक्षमता के कारण, राज्य सरकार के विभिन्न विभागों जैसे बिजली, अस्पताल, खदान, इस्पात, जल आपूर्ति, बंदरगाह, म्युनिसिपैलिटी, विभिन्न सरकारी विभागों में अनुबंध पर कार्यरत कर्मचारियों को नौकरी से निकाल दिया गया है और भविष्य में कई और श्रमिकों को नौकरी से निकाल देने का पत्र जारी कर दिए गए हैं।
हर बिजली सेक्शन में 600 से 1 हजार छोटे-बड़े ट्रांसफार्मर हैं, जबकि पेट्रोलिंग गाड़ियां एक-दो काम कर रही हैं। कुछ सेक्शन में तो अगर एक बार लाइन कट जाती है तो उसे ठीक होने में एक-दो दिन लग जाते हैं क्योंकि लोगों ने बिजली की समस्या के बारे में बिजली विभाग से शिकायत नहीं करते है या कर नहीं रहे हैं। असलियत यह है कि सभी घनी आबादी वाले सेक्शन में, जरूरत के हिसाब से ज्यादा टेक्निकल और पढ़े-लिखे कर्मचारियों को रखने के बजाय, टाटा पावर, कर्मचारी छंटनी करके परिवार उजाड़ रही है। ठेकेदार और राजनेताओं को अमीर बनाने की साजिश कर रहा है। विद्युत मंत्री का टाटा पावर के ऊपर कोई कंट्रोल नहीं है या वे राजनीतिक मकसद से सांठ गांठ हैं।
ओडिशा इलेक्ट्रिसिटी रेगुलेटरी कमीशन के चेयरमैन पिछली सरकार के एक भ्रष्ट अधिकारी हैं जो हजारों करोड़ रुपये के भ्रष्टाचार में शामिल हैं। उनके वजह से हजारों बिजली आउटसोर्सिंग कर्मचारी आज सड़कों पर हैं।
बिजली की उपभोक्ता में बढ़ोतरी हुई है, ट्रांसफार्मर बढ़ा है, आधुनिक करण के साथ साथ विद्युत भित्तिभूमि सम्प्रसारित हो रहा है। बाधा रहित विद्युत सप्लाई के लिए और स्किल्ड कर्मचारियों की जरूरत है। नियुक्ति बढ़ाने के बजाए कर्मचारियों का गैर कानूनी छटनी अत्यंत निराशजनक है।
दूसरे तरफ़ हर जगहों, खदानों से लेकर स्पंज IRON सीमेंट, हॉस्पिटल, सफ़ाई बंदरगाहों में सरकारी विभागों में वर्षों से ओड़िशा के लोग स्थाई प्राकृति कार्यों में कॉन्ट्रैक्चुअल/आउटसोर्सिंग पर काम करते आ रहे थे। 10 साल ऊपर काम करने वालों को सरकार उस जगहों स्थाई नियुक्ति देने का बजाए छटनी कर रहा है। लोग इस उमर में क्या करेंगे कहां जाएंगे। नागरिकों का स्वार्थ रक्षा के लिए सरकार बना है। लोगों को अपना कार्य से निकालकर विकल्प रोजगार देना भी सरकार का नैतिक कर्त्तब्य बनता है। आधुनिकरण के नाम पर केवल श्रमिक शोषण करना उन्हें राजनैतिक उद्देश्य के नाम पर निकाल देना केंद्रीय संगठनों से वार्ता नहीं करना, यह अच्छा सरकारक चलाने का संकेत नहीं है।
लोगों को के लिए सरकार बना है, किसी व्यक्ति विशेषों का अंहकार को तृप्त करने के लिए नहीं।

Inauguration of the BRICS Trade Union Forum Secretariat
The Secretariat of the BRICS Trade Union Forum was formally inaugurated by the Secretary, Ministry of Labour & Employment, Ms Vandana Gurnani, marking a significant step towards strengthening global labour collaboration. This year, hosting the BRICS Trade Union Forum’s summit will be the responsibility of BMS.
Shri S Mallesham, All India President, has taken over the charge of the Presidency of the BRICS-Trade Unions Forum Summit 2026, which is a major event to be held in Hyderabad from 14 to 16 July 2026. In a simple function held at BMS Central Headquarters, the BRICS-Trade Union Forum’s Secretariat has been inaugurated, at which representatives of different Trade Unions belonging to different sectors have participated
Chief Coordinator of the Summit, Shri B. Surendran, outlined the vision, structure, and functioning of the Secretariat and introduced key dignitaries, including BMS President Shri S. Mallesham; Sri CK Saji Narayanan, Former All India President, BMS and General Secretary Shri Surender Pandey Ji, as well as other prominent members of the organisation.
In her address, the Labour Secretary emphasised the importance of the 3Cs — Collaboration, Cohesion, and Cooperation — and highlighted BRICS as a vital platform for addressing workers’ concerns and building a strong, united labour community across member nations. The summit will be a good platform for exchanging best practices adopted by different countries to bring light to the lives of ordinary workers. She also stressed the need for effective implementation of labour codes and appreciated the trade unions' constructive deliberations.
The Secretariat will function through four dedicated working groups:
1. Social Security
2. Skilling, Reskilling & Upskilling
3. Women & Future of Work
4. Human-Centric Technology & AI
A dynamic team has been formed to lead various verticals, including media coordination, social media, communication, international relations and thematic task forces.

26 अप्रैल 2026 को श्रमिक जागरूकता सामान समारोह श्रम विभाग एवं भारतीय मजदूर संघ के द्वारा गुरुग्राम हरियाणा में संपन्न हुआ। इस कार्यक्रम के मुख्य अतिथि के रूप में प्रदेश के मुख्यमंत्री माननीय श्रीमान नायब सिंह सैनी जी, कैबिनेट मंत्री श्री राव नरवीर सिंह जी गुरुग्राम के विधायक श्री मुकेश शर्मा जी, पटौदी की विधायिका श्रीमती विमला चौधरी जी,लेबर डिपार्टमेंट के श्रम श्री सचिव श्री राजीव रंजन जी, लेबर डिपार्टमेंट के श्रम आयुक्त श्री विजय कुमार जी, भारतीय मजदूर संघ की तरफ से अखिल भारतीय उपाध्यक्ष श्रीमान पवन कुमार जी प्रदेश के अध्यक्ष श्रीमान अशोक कुमार जी प्रदेश के महामंत्री हवा सिंह मैहला जी, प्रदेश के उपाध्यक्ष वीरेंद्र शर्मा ,श्रीमती छोटा गहलोत जी, प्रदेश के मंत्री देवीलाल गुराना, हवा सिंह तंवर एवं प्रदेश के कोषाध्यक्ष संदीप यादव जी और हरियाणा प्रांत के कोने-कोने से आए हजारों श्रमिकों, बहनों ने भाग लिया। आज का कार्यक्रम भारत माता, बाबा विश्वकर्मा एवं श्रद्धेय दत्तोपंत ठेंगड़ी जी चित्र पर दीप प्रज्वलित कर कार्यक्रम का शुभारंभ किया गया ।इस कार्यक्रम में प्राइवेट ट्रांसपोर्ट के ड्राइवर चालकों के लिए हरियाणा सरकार सामाजिक सुरक्षा कल्याण बोर्ड बनाएगी। भवन निर्माण एवं कामगार श्रमिकों को अनेक सुविधाओं के लिए डी,बी,की, के माध्यम से उनके खाते में 40 करोड़ की धनराशि भेजी गई। एन,एच,एम के कर्मचारियों के लिए उनके महंगाई भत्ता एवं इंक्रीमेंट में जो रोक लगी थी सभी कर्मचारियों में प्रदान किया जाएगा। सर्विस एक्ट 2024 के अंतर्गत सम्मिलित सभी कर्मचारियों को 15 जून तक नियुक्ति पत्र दे दिए जाएंगे एवं जो कर्मचारी सर्विस एक्ट 2024 में वंचित रह गए थे उन सभी को उसमें शामिल कर लिया जाएगा इसके अतिरिक्त जिन जिन विभागों के कर्मचारियों को लंबे समय से किन्हीं कारणों से वेतन रुका हुआ है सभी का जल्दी वेतन प्रदान किया जाएगा ऐसी कुछ महत्वपूर्ण घोषणाएं आज इस मंच के माध्यम से मुख्यमंत्री जी ने। भारतीय मजदूर संघ हरियाणा के पदाधिकारीयों ने प्रदेश का एक विस्तृत मांग पत्र मुख्यमंत्री महोदय को सोपा गया जिसके लिए आने वाले समय में एक विस्तारित बैठक करके उन सभी समस्याओं का समाधान किया जाएगा ऐसा आशवासन मंच के माध्यम से मुख्यमंत्री महोदय ने भारतीय मजदूर संघ को दिया। श्रम जगत के लिए लेबर कोड पर जो चार नए श्रम कानून श्रमिकों के लिए आए हैं उन पर भारतीय मजदूर संघ के अखिल भारतीय पूर्व अध्यक्ष श्री सी, के ,सजी,नारायण जी ने पुस्तक लिखी है उस पुस्तक का विमोचन माननीय मुख्यमंत्री के कर कमलों द्वारा माननीय पवन कुमार जी के माध्यम से किया गया। यह पुस्तक श्रमिक जगत के लिए बहुत उपयोगी रहेगी।आज गुरुग्राम धरती पर अनेक घोषणाएं भी हरियाणा सरकार ने मजदूरों के लिए की इसके लिए भारतीय मजदूर संघ हरियाणा सरकार का उसके पूरे लेबर डिपार्टमेंट के सभी अधिकारियों का बहुत-बहुत हार्दिक स्वागत अभिनंदन करता है आज की हरियाणा सरकार अनेक क्षेत्रों में अन्य प्रदेशों से काफी आगे बढ़कर श्रमिकों के लिए कल्याण के कार्य कर रही है अभी पिछले दिनों भी 35 प्रतिशत की न्यूनतम मजदूरी में बढ़ोतरी वर्तमान की हरियाणा सरकार ने की है उसी उपलक्ष में भारतीय मजदूर संघ ने उपरोक्त कार्यक्रम श्रमिक जागरूकता सम्मान समारोह का आयोजन किया है इसमें हरियाणा प्रदेश के सभी संगठनों के संगठित एवं असंगठित श्रमिकों ने भाग लिया। इस कार्यक्रम में 9 हजार से 10000 हजार श्रमिको मजदूर भाई बहनों ने शिरकत की। मैं हरियाणा प्रदेश के सभी श्रमिकों का बहुत-बहुत धन्यवाद करता हूं बहुत-बहुत आभार व्यक्त करता हूं आप सभी की मेहनत खून पसीना की बदौलत आज का यह कार्यक्रम सफल रहा। आपका बहुत-बहुत आभार बहुत-बहुत धन्यवाद।

आज 19.04.2026 को भारतीय मजदूर संघ उत्तर प्रदेश के कोषाध्यक्ष आदरणीय श्री प्रदीप राय जी का प्रवास गोरखपुर में हुआ ।
प्रदेश कोषाध्यक्ष जी ने आवश्यक रजिस्टरों को मेंटेन रखने का निर्देश दिया।प्रदेश कार्यसमिति में मिले निर्देशों और उसपर जिले द्वारा की गई कार्रवाई की समीक्षा की #BMS
