Here is a decolonization that is begging for approval:

The Kargil Review Committee (KRC, 1999–2000), headed by K. Subrahmanyam, identified deep structural flaws in India's higher defence management.

One key issue was the separation between the civilian Ministry of Defence (MoD) and the Armed Forces Headquarters (Service HQs of the Army, Navy, and Air Force).

This setup, inherited from British colonial arrangements (often linked to Lord Ismay/Mountbatten), kept military headquarters outside the apex governmental structure- unlike in most major democracies.

It explicitly called for a comprehensive review and restructuring of the interface between the MoD and Service HQs to enable greater integration

The KRC noted that this separation led to:
Poor synergy and coordination.
Bureaucratic dominance over key decisions (procurement, planning, budgets).
Limited military input into policy at the highest levels.

Basis the inefficiencies exposed during the 1999 Kargil conflict, the KRC explicitly called for a comprehensive review and restructuring of the interface between the MoD and Service HQs to enable greater integration.

The results were dramatic-

All this while I was under the impression that the killer, a resident of J&K had jumped "Parole" and fled to Pakistan. It's heartening to see that he was caught again and is spending time behind bars with the court clarifying that he shall remain incarcerated without any option for Parole till his death.
