₱500M KAY LENI VS ₱612.5M KAY SARA: MAG-USAP TAYO NG RESIBO.

Nakakatawa ang bagong script ng DDS trolls: dahil may litrato si Leni sa turnover ng ₱500-million funding para sa Naga, parang gusto nilang palabasin na iniabot sa kanya ang ₱500M tapos umuwi siyang may eco bag ng cash.

Mga beh, SARO iyon. Government allotment authority, hindi cash prize sa raffle.

At malinaw kung para saan: retrofitting at modernization ng Jesse M. Robredo Coliseum, isang major evacuation and relief facility ng Naga. Structural strengthening, community kitchen, toilets at washing facilities, roofing, medical-response areas, at drainage improvements laban sa flooding.

May pangalan ang proyekto. May lokasyon. May specifications. May physical output na puwedeng puntahan, makita at i-audit.

Separate pa rito ang Oplan Kontra Baha sa Naga, kung saan tuloy ang dredging at clearing ng waterways. Humiling pa si Leni ng smaller backhoes para mapasok ang makikitid na creeks na hindi kayang pasukin ng malalaking equipment.

Kaya kung ang claim ninyo ay “binulsa ni Leni ang ₱500M,” simple lang:

Nasaan ang ebidensya na napunta kay Leni personally ang pera?

Hindi evidence ng corruption ang ceremonial check para sa government project. Kung ganoon ang logic, bawat mayor na tumatanggap ng national funding ay instant milyonaryo.

At may public record din si Leni: from 2018 to 2021, apat na sunod na unqualified COA opinions ang financial statements ng OVP niya. Hindi iyon certificate na perpekto ang bawat transaksyon, pero actual audit record iyon.

Ngayon, ikumpara kay Sara.

Sa ₱125M confidential funds ng OVP noong 2022, ₱73.287M ang na-disallow ng COA. Sa ₱69.787M na “rewards,” sinabi ng COA auditor na kulang ang supporting documents para patunayang may successful information-gathering o surveillance na pinakinabangan ang gobyerno. May ₱3.5M din para sa tables, chairs, computers at printers na kulang ang patunay na konektado sa confidential operations.

At mas lalong naging bizarre nang buksan ang sariling records ng OVP.

Christmas activities. Thanksgiving/update meeting with a tricycle operators group. Tree planting. Gift-giving. Wheelchair distribution. Medical missions.

Ayon mismo sa COA auditor sa impeachment court, ang mga activity na iyon ay hindi kabilang sa allowable confidential-fund activities under Item 4.8 ng Joint Circular 2015-01.

Confidential funds daw.

Pero pati Christmas activities at tree planting, nakisali sa “confidential.”

Secret Santa yata ang intelligence operation.

At hindi rin sapat ang accomplishment report. Tumestigo ang COA auditor na hindi nito na-identify ang specific confidential activities na pinondohan, kaya hindi ma-verify nang maayos kung pasok ba talaga sa allowable purposes ang paggastos.

Tapos sa latest testimony, sinabi ng dating OVP special disbursing officer na, upon Sara Duterte’s instruction, in-encash niya ang buong ₱125M at iniabot nang cash sa isang security officer sa parehong araw. Apat na traveling bags umano ang ginamit. Separately, a COA auditor testified that transferring confidential funds from the SDO to another person breaks the chain of accountability.

So balikan natin ang comparison.

Kay Leni: “Nasaan ang ₱500M?”

Ayan ang coliseum. Ayan ang evacuation facilities. Ayan ang kitchen. Ayan ang sanitation. Ayan ang drainage.

Kay Sara: COA disallowance, unsupported rewards, expenses outside the allowable confidential-fund activities, insufficient accomplishment reporting, questioned liquidation records, at sworn testimony tungkol sa ₱125M cash handover.

Tapos kay Leni kayo naghahanap ng corruption dahil may picture siyang may hawak na ceremonial check?

Ang galing.

Sa isang side, may address ang proyekto.

Sa kabila, pati purpose ng gastos at accountability chain, kailangang himayin sa impeachment court.

Parehong pera ng bayan.

Kaya resibo ang tingnan, hindi apelyido ng idol.
