24 team major
- top 8 VRS = directly to stage 2
- #9 - #40 VRS - into RMR
- 4 swiss groups (8 teams per group)
- 16/32 teams from RMR -> Stage 1

You still have VRS and use it for RMR invites, and up there, top 10-15 teams fight for Stage 2 spots
