Vladimir Putin is threatening to seize vessels belonging to European countries, his answer to the EU’s new mechanism for selling cargo confiscated from Russia’s sanctioned shadow fleet.

The measure, part of the bloc’s 21st sanctions package, lets member states liquidate oil and grain taken from intercepted tankers, with proceeds barred from ever flowing back to Moscow.
