Nor is the concept difficult: remove layers of bureaucracy to delivery relief faster…and at a cheaper cost.

And don’t take my word for it. Ask a mayor - any mayor - to explain process + their frustrations, it will almost always be process, paperwork and delays

Simply put: if the funds went directly to the state, then the state could administer relief without the multiple layers of federal bureaucracy. (1/x)
