If you want to know why this insanity keeps happening in Madison, just know that antisocial behavior is always REWARDED. EXAMPLE: The city of Madison is PAYING FOR HOTELS for "unhoused" (drug addict vagrants) who were invited by the Francesca Hong Fan Club into the CRAZ (Corey Ruiz Autonomous Zone). The city council president refuses to share which hotels, or which police districts. But here are the hotels, per my MPD source: Red Roof Inn, Motel 6, Rodeway Inn, all by East Towne Mall.
