This is not a pause. Global staff & the programs they run, established by & appropriated for by Congress, cannot simply be put back in place once yanked.
This should be understood as an unlawful attempt to abolish #USAID w/out Congress, by ensuring it can't function.

Placing all #USAID staff on admin leave is cruel to staff and harmful to U.S. interests.
It also doesn't square with the notice #Rubio sent to Congress announcing a more measured process that could have been undertaken in compliance with law.
