This press statement is a very good confirmation of the looting that Tagwirei and company did through the Kuvimba Mining House deal. For starters, and in the name of transparency, why didn't Mangudya tell us who the "two independent advisory firms" who made the $3.2bn valuation are? Also, the Mines and Minerals Act (Chapter 21 :05) is very clear that the minerals underground, which Mangudya here implies contributed to the $3.2bn 'value' of the different mining units in Kuvimba are owned by government and therefore govt property which cannot be put on the balance sheet of any mining company unless the gold, the platinum and the lithium has been mined and is physically on the ground. The question then is, does KMH have gold, lithium and platinum stocks in its vaults which are equivalent to $3,2bn? There is also no explanation on how government came to own 65% of Kuvimba and what was the value of the mine when govt bought the 65%? Who did the valuation and what was government's motivation and justification for buying these shares? Was parliament involved? Did this come through cabinet? Who made valuations for the purposes of informing government on the value of the 65%?
The other question is why government bought shares in KMH when KMH includes a company that Govt, through PenEast, had sold in 2019? Why does it make sense for govt to sell it's 50% shares in a mining company in 2019 for $21.5m only to buy back 35% shares of the same company for $1.9bn simply because 2 disused mines were added to the mine? This level of looting cannot be tolerated any longer. Tagwirei, Mangudya, Guvamatanga, Mthuli and all those involved in this scandal, should be brought to book.
