The House has never voted to authorize the war with Iran. No declaration. No AUMF. When both chambers passed resolutions in June telling the President to stop, he sent a letter citing his own authority and the bombing continued.

Yesterday the same chamber voted 216-214 to fund it.

And look at what rode along: $60 billion for the military, $13 billion for intelligence, $12 billion in farm aid, and $10 billion in grants to states that adopt the administration's voter ID rules.

Bombs, spies, soybeans, and poll books, in one vehicle.

Why together? Because reconciliation lets a budget measure dodge the Senate filibuster and pass on party lines. The Budget Committee chairman said it out loud on the floor: his party has already used the process twice to get policy goals that couldn't pass otherwise.

Reconciliation is the procedure by which a legislature does what it cannot defend. The war is not in this bill because it belongs there; it is in this bill because it is the only thing moving.

Two Republicans voted no: Massie and Davidson, the same pair who crossed on the war powers vote in June. Consistency, in the wild.

Every Democrat voted no too. Their leadership's objection was the deficit and the price of groceries.

Nobody's objection was that Congress never authorized the war.

Same day, same chamber: a $1.15 trillion defense authorization, 216-212. And the majority attached the same voter ID measure to that bill too. Two war vehicles, one election-law program, before lunch.
