آنها نه‌ تنها هزاران تا پهپاد را در اختیار روس‌ها دادند، بلکه مجوز تولید پهپادهای نوع شاهد را نیز منتقل کردند. آنها به روسیه کمک کردند دو کارخانه برای تولید پهپاد را بسازند و در ابتدا خودشان از این پهپاد ها هدایت می‌کردند و به روس‍‌ها آموزش می ‍دادند.
