Meaning he can overrule the clerk, 48.2 deals with how the safety car restart should be dealt with, nothing in 15.3 overrules 48.2

While he could have gone like sexton I feel it’s the right call

Sexton was a 50.50 but ultimately his fitness cost him on what’s a tough tour
