At a stop and search, where they have reasonable belief that a person has engaged in anti-social behaviour? PRA 2002 s50 gives them the power to require that info. It is, as always, depends on the situ.

Meant for a stop and search, yes they'd likely require a warrant. Other cases, it depends on the situation (terrorism etc).
As for being under 18, they absolutely should do better. Seems like a breach of RIPA, and PACE etc.
