Counties define places.
A council may collect your bins, maintain streetlights and process planning applications.
Those are important jobs.
But councils are administrative organisations. They come and go as governments reorganise local administration.
Counties are different.
They are the enduring geography of the nation - the places that existed before today's councils and will still be recognised long after today's council structures have changed again.
Administration changes.
Geography endures.

As long as it's all consenting adults mad enough to take part or spectate, what's the harm I suppose..
