BRIG GEN ISOKE RALLIES NEW ANTI-CORRUPTION CRUSADERS TO UPHOLD INTEGRITY!

The Head @AntiGraft_SH, Brig Gen Henry Isoke, today delivered a keynote address at the Anti-Corruption Trainees Certification Ceremony at Hotel Africana, organized by the Anti-Corruption Coalition Uganda (ACCU), to equip citizens with the knowledge and skills to promote integrity, transparency, accountability and responsible citizenship.

Brig Gen Isoke congratulated ACCU for organizing the programme and applauded the participants for choosing to be part of Uganda's fight against corruption. He described the ceremony as not only the awarding of certificates but also a celebration of citizens committed to integrity and accountability.

He noted that corruption continues to undermine Uganda's socio-economic transformation by diverting resources from essential public services, weakening institutions and denying citizens development opportunities.

He urged the graduates to reject corruption, uphold integrity and use the knowledge they’ve gained to promote ethical leadership and positive change in their communities.

Brig Gen Isoke also revealed that following engagements with ACCU Executive Director, Mr. Marlon Agaba, he intends to advocate for this anti-corruption and integrity training to become a mandatory requirement for all public servants before assuming office, saying this would strengthen accountability across the public service.

He concluded by calling for stronger collaboration between Government, civil society, development partners and citizens, reminding the graduates that the true value of their certificates would be reflected in the integrity they demonstrate. He also urged all Ugandans to "See Something, Say Something," emphasizing that corruption thrives when good people remain silent.

In his remarks, @Accu_Ug Executive Director Mr. Marlon Agaba congratulated the participants on completing the training and commended the ongoing efforts of accountability institutions, including the State House Anti-Corruption Unit, the Inspectorate of Government, the Uganda Police Force among others, in advancing the fight against corruption.

He explained that this training programme was designed to equip citizens, particularly young people, with the knowledge and practical skills to fulfil their constitutional duty of combating corruption, and urged the graduates to apply their training responsibly while supporting anti-corruption efforts within the law.
Also in attendence was, Special Presidential Assistant on Anti-Corruption, Ms Rebecca Atwine.

SH-ACU IS COMMITTED TO STRENGTHENING UGANDA'S ANTI-CORRUPTION EFFORTS.

The Deputy Head, of @AntiGraft_SH, Mr. Israel Ochwo, this morning appeared on #NBSMorningBreeze, where he discussed the state of Uganda's fight against corruption and the Unit's role in supporting Government's efforts to eliminate the vice.

Mr. Ochwo emphasized that corruption remains one of the biggest obstacles to Uganda's economic transformation, noting that the fight against corruption is both an honour and a responsibility for the Unit.

He reiterated that SH-ACU works in close collaboration with other anti-corruption institutions and does not compete with them. Instead, the Unit complements agencies such as the IGG, the DPP, the CID and other stakeholders through coordinated investigations and referrals.

He highlighted the Unit's achievements since its establishment in 2018, revealing that SH-ACU has facilitated the arraignment of 946 suspects before court, secured 160 convictions, and continues to pursue high-profile corruption cases involving senior public officials. He dismissed claims that the Unit only targets “small fish”, citing investigations and prosecutions involving officials from the Office of the Prime Minister, Local Government, and other Government ministries.

Addressing ongoing investigations, Mr. Ochwo explained that matters relating to alleged corruption in Parliament remain under active investigation by the responsible agencies and cautioned against commenting on issues that are still before investigators.

On asset recovery, he noted that while SH-ACU does not have a dedicated asset recovery mandate, it works closely with the Directorate of Public Prosecutions, which has an established Asset Recovery Unit, as well as other partner agencies to ensure that proceeds of corruption are recovered wherever possible.

He further commended the strengthened coordination among anti-corruption agencies through the Inter-Agency Forum, chaired by the Minister of Ethics and Integrity, noting that the collaboration has improved information sharing, reduced duplication of investigations and enhanced the overall effectiveness of the country's anti-corruption response.

Aside from investigations and prosecutions, Mr. Ochwo reinforce Government's commitment to fight corruption through digital reforms, including the adoption of electronic government systems that enhance transparency, improve accountability and make it easier to detect and trace the misuse of public funds.

He concluded by reiterating the Unit's commitment to targeting corruption cases with the greatest public impact, in line with H.E. President Yoweri Kaguta Museveni's call for "Kisanja: No More Sleep, No More Corruption, and No More Tolerance for Non-Performance."

HEAD OF SH-ACU URGES UGANDAN RETURNEES FROM SOUTH AFRICA TO EMBRACE PATRIOTISM, INTEGRITY AND PRODUCTIVE LIVELIHOODS

The Head @AntiGraft_SH, Brig Gen Henry Isoke, today interacted with over 1,000 Ugandan nationals recently repatriated from South Africa during a patriotism and reintegration programme at the National Leadership Institute (NALI), Kyankwanzi.

The session focused on preparing the returnees for successful reintegration into society through patriotism, integrity, hard work and active citizenship.

In his presentation, Brig Gen Isoke encouraged the returnees to view their return home as an opportunity to rebuild their lives and contribute to Uganda's socio-economic development. He emphasized that corruption remains one of the greatest obstacles to national progress and urged them to uphold honesty, embrace patriotism, and reject corruption in all its forms.

The Head of Unit highlighted the various Government programmes aimed at empowering citizens through wealth creation, investment and enterprise development, assuring the returnees that Uganda offers numerous opportunities for innovation, business and regional trade. He further noted that Government remains committed to supporting socio-economic transformation and creating an enabling environment for all Ugandans to prosper.

Brig Gen Isoke also commended the National Secretariat for Patriotic Corps for equipping the returnees with the values of patriotism, discipline and positive mindset change, noting that these principles are essential for peaceful reintegration and national development. He reminded the returnees that every Ugandan has a constitutional duty to fight corruption and protect public resources.
He urged them to become ambassadors of integrity within their communities by actively participating in the fight against corruption.

He expressed appreciation to H.E. President Yoweri Kaguta Museveni for directing the evacuation of Ugandan nationals affected by xenophobic violence in South Africa. He also recognized the efforts of the Chief of Defence Forces and Senior Presidential Advisor on Special Operations, Gen Muhoozi Kainerugaba, as well as all other leaders and institutions that coordinated the Government's response to ensure the safe return of these citizens to their country.

At the Institute, Brig Gen Isoke was received by the Commissioner of the National Secretariat for Patriotic Corps, Ms. Hellen Seku. He also held discussions with the Permanent Secretary of the Ministry of Health, Dr Diana Atwine.

BRIG GEN ISOKE URGES UPDF LOGISTICS LEADERS TO STRENGTHEN ACCOUNTABILITY IN THE FIGHT AGAINST CORRUPTION

The Head @AntiGraft_SH, Brig Gen Henry Isoke, yesterday addressed senior logistics leaders of the UPDF at the College of Logistics and Engineering (COLE) in Maga Maga on their critical role in the fight against corruption.

In his remarks, Brig Gen Isoke emphasized that corruption within military logistics is not merely an administrative or ethical concern, but a direct threat to operational readiness and national security. He noted that theft, diversion, and misuse of resources such as fuel, food supplies, equipment, and procurement funds weaken operational capability, lower troop morale, and compromise the effectiveness of the force.

He further highlighted that corruption in logistics manifests through inflated contracts, fictitious supplies, bribery, manipulation of procurement processes, diversion of combat supplies, and weak accountability systems. Such practices, he cautioned, undermine discipline, erode public trust, and expose the country to security vulnerabilities.

The officers were reminded that transparency, accountability, and integrity remain the backbone of effective logistics management in both peace and conflict settings. As custodians of military resources, logistics officers were urged to strengthen inventory management systems, verify supplies and deliveries, maintain accurate records, monitor resource usage, and promptly report irregularities without fear or compromise.

Brig Gen Isoke also appreciated the efforts of the UPDF leadership in combating corruption through a zero-tolerance approach, including the adoption of digital systems and automation in procurement and supply chain management to minimize human discretion, enhance traceability, and reduce opportunities for corruption.

He further commended the UPDF leadership for prioritizing reforms aimed at strengthening accountability and called upon all officers to uphold these values in the execution of their duties.

Reminding the officers of the caution issued by the CDF, Gen Muhoozi Kainerugaba, Brig Gen Isoke stated that, “Wastage and abuse of our scarce resources — resources that should improve the operating conditions of our brave soldiers — will not be tolerated.”

In conclusion, Brig Gen Isoke urged the officers to uphold integrity, accountability, and transparency in the management of military resources, noting that the fight against corruption is essential to strengthening operational effectiveness and safeguarding national security.

At the College, Brig Gen Isoke was received by Brig Gen Godwin Karugaba, Joint Staff Logistics (JS-LOG), together with the Commandant of the College of Logistics and Engineering (COLE), Col Chris Kyunku.

KAPCHORWA MUNICIPALITY OFFICIALS CHARGED WITH NEGLECT OF DUTY AND CONSPIRACY
@AntiGraft_SH in collaboration with @ODPPUGANDA and @CID1_UG, has arraigned four officials from the Kapchorwa Municipal Council before the Chief Magistrate's Court in Kapchorwa. They have been charged with Neglect of Duty and Conspiracy to Commit a Felony in relation to road maintenance projects within the municipality. They have been remanded until December 03, 2025.

The officials are:
1.Cherop Bob -Acting Municipal Engineer
2.Cherotich Alex-Assistant Engineering Officer
3.Chekwurui Atebeni Silver -Assistant Engineering Officer
4.Kusuro Patrick-Roads Inspector

They are accused of failing to supervise and ensure compliance with guidelines for several road projects funded by the UGX 1 Billion Road Maintenance Grant allocated to all districts and municipalities.

The roads in question include: Chebukat Road, Kapenguria – Upper Cheptui Bridge Road, Siron – Towut Road, Kapteret – Kaptul – Kabat Road, Kaptul – Kapnyikew Road, Munda – Kinyanga – Bulambuli Road, Chesikwa Road, Barawa Road and Atar – Kamukes Road

These projects were part of the allocations for the 2023/2024 and 2024/2025 financial years.

It is alleged that they failed to ensure the execution of approved road works specifically, the graveling of roads and installation of culverts despite the municipality receiving the funds and making full payments to service providers. This negligence has caused significant financial loss to the municipality.

The inaction of the accused has resulted in the failure to complete any road works over the last two financial years, leaving the municipality with poor road infrastructure.

Balondemu's co-accused pleads guilty, gets convicted, and testifies how he was defrauded by Balondemu while promising him protection from SH-ACU and ODPP!

This morning, Ssegujja Hassan, previously charged with forgery and conspiracy to commit a felony at the Buganda Road Chief Magistrates Court, entered into a plea bargain agreement with ODPP, pleading guilty to the charges.

Following this agreement, he was convicted on all three counts, with each count carrying a penalty of either a UGX 1.5 million fine or a two-year prison sentence.

As part of the plea deal, Ssegujja agreed to testify against his co-accused, Balondemu David, City Lawyer and Chairperson, Kampala City Land Board.

He admitted to having assisted Balondemu in fraudulently forging medical documents aimed at supporting a bail application related to serious charges of obtaining over UGX 2.2 billion through deceit and conspiring to defraud an American company.

Segujja also revealed how Balondemu defrauded him over UGX 10M under the guise that he was going to protect him from arrest and prosecution by SH-ACU and ODPP.

Balondemu has, on many occasions, maligned investigators and prosecutors with unsubstantiated allegations of corruption, but it is now turning out that he is the one who thrives on such false promises, using the names of the investigators and prosecutors.

UPDATE
MPIGI LCV CHAIRPERSON AND DISTRICT SERVICE COMMISSION MEMBERS CHARGED AND REMANDED OVER SOLICITING BRIBES FOR JOBS.

The Mpigi Chief Magistrates Court has charged and remanded,
1. The LC V Chairperson Mpigi District, Mr. Ssejjemba Martine,
2. Mr. Kirumira Fredrick the Chairperson and
3. Ms Nakamoga Sarah, the Secretary, Mpigi District Service Commission, over demanding money by menaces from job applicants within the district. They have been remanded until 8th July 2025.

It is alleged that the District Service Commission has been selling jobs, with applicants being required to pay bribes ranging from UGX 50,000 and 15 million in order to be considered for employment.

Their arrest followed a directive from His Excellency, the President who, during his Parish Development Model (PDM) monitoring tour in the Greater Mpigi area on June 17, 2025, received complaints regarding widespread corruption in the Mpigi District recruitment process and ordered Brig Gen Henry Isoke, Head @AntiGraft_SH to arrest district officials involved in selling govt jobs.
