@Martyupnorth The problem isn't blades. We see blades every day, skates, steak knives, X-Acto knives, tools. No one assumes they'll be misused. The problem is bias. Some see a Sikh in a turban and beard and assume danger. That's not safety. It's prejudice. Read the SCC Multani decision.
@Martyupnorth Courthouses don't require an envelope. The kirpan has to be less than 7.5" and worn under the clothes. The policy has been around for 15 years. There is no 4-6cm limit at any venue except airplanes which have a 6cm blade maxmium.
