This is a great example of how headlines can orient a reader in a biased way right off the bat. Despite being framed as "Salovey details YPD reforms," the article mentions no details on any specific reforms YPD is enacting at all. Not one.

And while the transparency is good, we need to be clear that the YPD took 16 MONTHS from when we first asked to see their budget to finally fulfill the request. This is information they have had all along.
