This is a gross violation of our constitution and an abuse of the use of Orders in Council. No one should be OK with this.
Section 53 of the Constitution Act, 1867 ensures that no spending can occur without the approval of the House of Commons in Canada. It states that bills for appropriating any part of the public revenue or for imposing any tax or impost must originate in the House of Commons.
This establishes the principle of "no taxation without representation" and ensures that the elected representatives in the House of Commons have control over government spending and taxation.
We haven't had proper fiscal oversight in Canada in at least 3 years.
