This is actually Hinata.I think the lightning bolt on her dress may have made some people mistake her for Raiden Shogun.

Hinata officially has Lightning Release, and the symbol is meant to represent that. It just wasn't explored much in the series,

Sometimes people forget that, in many ways, Hinata grew up as an “orphan”, even with a clan behind her, even with a father still alive. She lost her mother when she was just a little girl, and not long after, her father turned away from her. He stopped giving her the love, attention, and warmth every child deserves, as though he had quietly erased her from his life.

Imagine being a little girl, still too young to understand how cruel the world can be. The one person who made you feel safe, your mother, is suddenly gone. You’re left with a father who barely acknowledges your existence, a clan that looks at you as though you’re nothing but a disappointment, your little sister is way too young to understand anything, and a cousin who resents you for a clan system you never created and were never powerful enough to change.

How much loneliness could a child endure? How much pain could she carry before it finally broke her?

And yet, it never did.

Despite growing up surrounded by rejection, grief, and quiet despair, Hinata never let the darkness inside her take root. She remained gentle. Compassionate. Kind. She continued to offer warmth to others, even though she had been denied so much of it herself.

Perhaps that’s what makes her kindness so extraordinary. It wasn’t born from a life filled with love, it was born in spite of a life that so often withheld it. And somehow, even after she had such a heartbreak past, she still chose to become the kind of person who made others feel loved.

I added pearls and a blue ring in the colors of Naruto's eyes, and also Hinata's hair with its colors so you can recognize it as her, but without showing her face because that's what's unique about the original image. I also changed the patterns on the fabric.
