"Providing them ways to stop overdose creates harder drug use" isn't how it works at all.
Taking Naloxone ruins their high and makes them feel like shit. Plus you can already access Naloxone freely, this is just making it more readily available if needed in an emergency.

"Why not give them the stuff that stops them taking a month?" The monthly injection (or daily oral tabs) doesn't stop people using opiates. Addiction is a sickness of the mind. The addict needs to want to get better for those to work.

@Mylovanov Civil wars are going to become more common in the drone age for this reason. A small force operating drones can do magnitudes more damage than before. Road blocks and military outposts are sitting ducks and highways/railways can be cut off much easier now.
