Bhutan has politely declined offers by Indian Oil Marketing Companies to buy E 20 petrol as Bhutan does not have the storage facilities for such a hygroscopic (water absorbing) fuel.
This is especially tricky in a Himalayan terrain with seepage in tanks.

Here are the profits of oil companies for FY 2025-26.

Indian Oil: ₹43,677 crore
ONGC: ₹49,793 crore
Bharat Petroleum: ₹25,843 crore
Hindustan Petroleum: ₹18,047 crore

They're still making huge profits. Their profits may have reduced, but every business has ups and downs. That doesn't mean you try to recover every rupee from the public pockets.
