It refers to total registered voters (including inactive records), not people who actually voted. About 4.5 million ballots were cast in the 2022 general election.
• Inactive registrations (roughly 900,000–1.2 million in recent years) remain on the rolls under federal law (National Voter Registration Act) until specific confirmation and waiting-period requirements are met. These often involve people who moved, died, or stopped voting; they are not equivalent to eligible voting-age citizens who can currently vote without further action.
