In its 18th year, the GSMA Ministerial Programme 2024 welcomed over 180 delegations from countries and intergovernmental organisations. The event underscored the collective endeavour to shape a resilient and inclusive #DigitalEconomy.

1) This is all about European competitiveness, not a single sector.
2) Best in class digital infrastructure is critical to that competitiveness and EU economic growth.
3) There is an investment gap of €200b give or take.
4) There is no single solution for this gap - fair contribution is a part solution but we need a set of policy reforms to get us across the line.
5) This is not a zero-sum game. We need a win-win-win co-investment approach, to find the right mechanism that all can close the digital decade investment gap.

The challenge is not just the connectivity investment but how the telco sector can achieve better returns on these investments. This requires adopting a number of investment-conducing measures.
