@MichaelFieldNZ I am aware that NZ aid sponsored construction of the Rothmans tobacco factory in Samoa in the 1970s. The original research article I tweeted analysed unit record data to determine trends in tobacco smoking in Samoa over 4 decades, which have demonstrated consistent decline.
