Yesterday’s arrest of a postal worker for tossing 300 ballots is being sold as the scandal. It is not the scandal. It is the convenient story.

A low-level carrier is easy to charge, easy to photograph, and easy to forget. The people who actually run Utah’s elections stay off camera.

They write the rules, certify the lists, decide which ballots count, reject late postmarks after routing mail through Las Vegas, fight public access to the data needed to verify results, and then tell the public to “move on.”

That is why this story is so useful to them. One garbage bag of ballots becomes the entire conversation. The larger machinery disappears: the vote-by-mail system they built, the verification they obstruct, the records they withhold, and the official line that any demand for proof is an attack on “honorable clerks.”

If the system were as airtight as they claim, they would welcome scrutiny. They do not. They welcome a scapegoat. A postal worker in handcuffs lets the people who control every stage of the process look shocked, concerned, and clean.

Do not confuse a charged carrier with accountability. Accountability would mean opening the full process to public verification. That is the thing they have spent years refusing.

In this raw, high-stakes presentation, investigator Martin Rodil and former CIA officer Gary Berntsen walk through years of work they say the public was never supposed to see.

They start with declassified CIA reporting dating back to 2004: assessments that Venezuelan leaders wanted electronic voting systems capable of changing results in ways that could survive audits.

They follow that software from Smartmatic in Venezuela, to Sequoia in Denver, into Dominion, and later Liberty Voting. They name the people they say moved the code, including Venezuelan-born Ronald Morales. Then they take you into the lab.

After 2020, Rodil and Berntsen say they recruited engineers, rented a building in the Swiss Alps, and rebuilt the attack using a court-ordered forensic image from Coffee County, Georgia.

In the demonstration, they show how an unauthorized user can enter the ImageCast Central system, pull encryption keys stored in plain text, swap tabulation results on the same physical ballots, wipe the digital trail, and leave an audit looking clean — unless someone counts the paper.

They also describe an operation they say was run from a Dominion-related office in Belgrade, Serbia, staffed by Serbians, Venezuelans, and Chinese personnel and focused on U.S. swing states.

Five American computer experts, they claim, blocked that team. They say CISA sent its own people to the Southeast to support the other side — and that team was blocked too.

Berntsen, who led CIA’s Jawbreaker team into Afghanistan after 9/11, argues this is not just an election problem. It is a counterintelligence failure: foreign services inside U.S. institutions, intelligence that sat in files for years, and official statements that the 2020 election was the most secure in history.

This is the briefing they say they delivered to President Trump’s team and to Elon Musk before the 2024 election.

Voter rolls are the ledger of an election.

Every registration, address change, ballot request, signature packet, and voter-history record runs through them. If you want to verify who was eligible, whose signature was compared, how many ballots were issued and returned, and whether the audit trail actually balances, you start with the rolls.

That’s why Cox and Henderson’s fight with the DOJ over Utah’s voter file matters.

They run the system, they keep the list, and they decide what outsiders get to see.

When the same office is player, coach, and referee, refusing an independent look at the ledger is the fox guarding the henhouse. Of course they don’t want that “work” checked and they don’t want their blank check to rig elections taken away.
