Every time I try I get the following error, is there down-time expected?

@RockstarSupport I was unable to launch from Rockstar launcher or Desktop

After updating my Motherboard Bios I got a new error

“Unable to launch RDR2.exe due to a lack of privileges on the Game Library directory.”

My fix was to move the game to a HD that did not have Windows installed on it.
